From what I have found it is an opportunity to take advantage of the up coming pick 3s. When the back to back event happens take the pick 4 apart break it down into pick 3 combos.

Look at the performance just from utilizing the pick 3 combos the doubles mates inside of the back to back pick 4.

No, it's just the way the numbers come up. One states or provinces games have nothing to do with the other. They are all separate lottery jurisdictions. It's neat when it happens, but each lottery draw is just an event...and sometime as history repeats itself, it's just an odd event.
