			<description><![CDATA[<p>It looks like NY will have to offer an incentive to sell out their Raffle to Riches tickets. If NY were to give away Mega Millions tickets, it might be a bad thing, if the MM tickets automatically say  26 ANNUAL PAYMENTS , since NY still requires the choice when you play.</p>]]></description>
