			<description><![CDATA[<p>I think Todd covered this once before, I think it goes something like this, they let you  name your posion  and use that state&#x27;s numbers (whatever state you picked.)<br /><br />Not too different than before state lotteries  The Outfit , AHEM!, used the last three dollar digits of the racetrack&#x27;s mutual handle for the daily number. They had nothing at all to do with the racetrack AHEM, and in fact rotated tracks to prevent any funny business with the results.</p>]]></description>

			<description><![CDATA[<p>Amazing Grace.......I don&#x27;t believe that the online sites actually place any bets with the states.  They operate more like a casino, hoping to make a profit off the people that lose, and not to have to pay a lot out to winners.  Therefore, no contract needed with the states since they are not actually selling lottery tickets.</p>]]></description>

			<description><![CDATA[<p>Is the online lottery tied in with the lottery of that State.<br /><br />I would think that The State holds the license and the Rights to thier numbers, so does the online stores need to be tied in to the State lottery also.<br /><br />So anyone wanting to run online would need to share profits with the state,<br /><br />example in order for any online lottery site sell Western Canada number, would they not need a license from that state?
