texas pick 4

texas is moving to add pick 4 to its online games. one of the proposed features would be an added bet for sums. in this play if any combo with the same sum as the one played was drawn it would be a separate winner. not following pick 4 i wondered which other states offer this option and what pick 4 players think of this. texas is also proposing to add this feature to its existing pick 3 game as well as being able to play pairs(which i know some states do now)
