			<description><![CDATA[<p>Unfortuantely Grace the reason why people don&#x27;t have faith in their lottery games today is that games like Wintario are no longer there.  The players can&#x27;t see where their lottery dollars are being spent, who wins, and how the draw is done.  the provinces and even the states no longer go the length of telling you the player what projects are being funded. 			<description><![CDATA[<p>When lotteries began in Ontario in May of 1975, it came at a time when towns and villages did not have the facilities to train its athletes for the 1976 Montreal Summer Olympic Games.  Lottery grants (or at that time more commonly know as Wintario Grants) flowed into buiilding community centres, recreation facilities, and promoting sports and recreation.
