			<description><![CDATA[<p>Well for once NY gets it right. I have no idea whether NY&#x27;s new lottery director (hired by then-Gov Pataki just after the election) had any influence in any part of the raffle. Hopefully he&#x27;s listening to the players, and not just another puppet.<br /><br />You have to wonder why the top prizes in the raffle will be lump sum, while all the  million-dollar  scratch prizes going back to 2000 have been annuity-only.</p>]]></description>
