Pennsylvania is part of the MUSL Powerball. Major winnings of 1k or more take six weeks to produce a check or funds. This is strictly for this state as I havent had time to read the other states involved in claims.

Its more the norm that funds take awhile, even in this day of electronic processing, seems they like to make sure the funds are deposited from the lottery centers before issuants.
