Mike, how can we possibly know the answer to this ?

I have no idea who any of the state lottery directors are, nor do I have any intimate dealings with the one in my own state.

my vote is Joan Borucki, her management team AND the appointed commission of California...why u might ask? Well, it is my opinion that CA does an excellent job of bringing exciting games for the players (Mega, SuperLotto, The Big Spin, multiple top prizes in recent raffle) and really rewarding the retailers (paramutuel bonus vice fixed bonus).
