			<description><![CDATA[<p>I have to agree.  I know this one store where the owners have the tickets spread out on a counter, behind a glass partition, and customers buy the tickets and scratch them off there. The people who work there sometimes watch those who scratch off tickets and don&#x27;t win, and then the workers buy the next ticket because obviously the chances of winning are greater. I imagine this happens often in other places too. 			<description><![CDATA[<p>I hear too many stories about store owners and store managers winning to think it&#x27;s entirely fair.   I know this is a game of chance, but if you stood by a roulette wheel for days and saw that #30 had never hit, you might decide it was time to bet on #30.  If you were able to keep your eye on a slot machine for a week, and saw nobody win, you might feel it was your lucky day. 			<description><![CDATA[<p>I don&#x27;t see any reason why an employee shouldn&#x27;t be allowed to buy scratch or lotto tickets at their store.  He has the same chance of winning, as anyone that comes through the door.  The idea that the clerk or manager is a insider, just isn&#x27;t true.</p>]]></description>
