There's a reason for that. They do that so you can win $2 multiple times, i.e. winning $2 five times for a total of $10. But no, you can't win $2 by itself.

Here is the catch you can't win $2 on a $ 5 ticket never, look to the bottom of the left and spot the $ 2

Where the ticket says VOID IF REMOVED, the serial number of the ticket is under that.
