A "Winners Belt"

I've been watching and playing SOME here in NC. Looking at the list of the winners at the lottery website and using my trusty map, there's an area where MOST of the winners are concentrated. Most of the winners seem to be concentrated near the state capitol (within 10-40 miles). Does this pattern mimick those in your state? Now I m talking about scratches only!
