If they win larger sums they will just go to a friend and ask him/her to cash the check for him anyway. There&#x27;s no real way of stopping gamblers who want to play no matter what.</p>]]></description>

			<description><![CDATA[<p>To me, it&#x27;s useless.<br /><br />If I am a &#x27;problem gambler&#x27;, I may try to convince myself that by signing this form it would &#x27;assure&#x27; (me) that I would not gamble (much), but just like some alcoholics going through the motions with Al-Anon, I would find a way around it, like having a friend claim any large prizes for me.<br /><br />It is well-intended, and may work for some, but I fail to see what good a dollar limit on the payout does: you are either a gambler, or not.
