			<description><![CDATA[<p>Coin Toss,<br /><br />Each envelope containing $30 of losing tickets is one entry.  It doesn&#x27;t matter the denomination of the losing tickets.  It only matters to the player who has to fill out the back of each ticket...and that they MUST do...by hand...no return address labels, etc.<br /><br />In IL for the last three years they have included all online tickets and select scratchers. 			<description><![CDATA[<p>When Illinois has 2nd chance drawings it&#x27;s at least $30 in losing tickets for an entry.<br /><br />Just for curiosity, does anyone know if someone who sends in 3 $10 scratchers, for example, would not have as many entries as someone who sent in 30 $1 tickets, be they scrathers, pick 3, pick 4, etc...<br /><br />(This time around they are taking all tickets, sometimes it was just scrathcers)<br /><br />Or do they just take one ticket per every envelope sent in</p>]]></description>
