No. Lotteries are for state local economies where all productive(industrial) ideas have been exausted and people are not willing to pay higher taxes.

These folks could divert their oil revenue towards education, like other oil exporting nations do.

Right now, education is a bit high on their Maslow's pyramid, anyway. Need to get their civil war settled, first.

Considering most of their outlets would get bombed within the first 3 days of operation, I say no. Besides, I don't think lotteries are allowed under Sharia law (although Pakistan has one, don't know how they pulled that off).
