Skips of 0, 1 and 2 seem much more active. If you focus in on the numbers with a skip of 6 or less you will get more hits.

I think the trick to BM5 is to find a way to catch the numbers that repeat (skip = 0) in the next game and key them.

There are hundreds of ways to select the numbers and your way seems like a valid way. It looks like you need to tweek it a little.
