What I&#x27;m talking about is a situation similar to the one we have here in Indiana where a hugely disproportionate number of winners come from Indianapolis/Marion County (the state capital and the home of the Hoosier Lottery).<br /><br />Now the Hoosier Lottery will tell you this is because Indianapolis/Marion County is the most populous region in the state. 			<description><![CDATA[<p>Years ago the Ohio Lottery held a 2nd chance drawings, people thought it was a scam too but most of the winners worked for the Cleveland central post office.  The lottery folks in Cleveland where the drawings were held assumed the mail bags got mixed real good in shipment and took most of the winning envelopes off the top of each bag.  The postal workers made sure thier entries was on top in each bag and won a disproportionate of the prizes.</p>]]></description>

(they don&#x27;t show those here, so I&#x27;ve never seen one)  Plus, by not televising, they save six-figure expenses per year.  And its not like anyone who wants to play can go elsewhere.....much like Cable TV and the Electric company here.  Monopolies.  And monopolies are not good, IMO.</p>]]></description>
