Wow, what is the top prize of Lucky Numbers JimmySand9? Why is there a $2 minimum prize besides a free ticket

Usually with games such as that it would have odds of 1:1. Every ticket is a winner but only so many breakeven and so forth. However, you see those with the high roller instant tickets of $20-$30.

Lucky Numbers, a $3 game coming later this month, will have a $2 minimum prize. Which means it's possible to win a prize, yet not break even.
