I wouldnt sign up for a membership because of this idea for a 'give-away'.

How can I be sure it wasn't rigged or tampered with ? Who would audit this and prevent anyone from cheating? We all wouldnt even know how the numbers were picked each week. There are too many fraudulant variables in this equation. I just dont trust it.

If I open a give-away site for paying members only, and decide I'm going to give away all the money the members pay for that give-away and announce it publicly to all of the paying members and non paying members, it is legal. Look into it.

I hate to tell you, but what you are proposing is illegal. It is indeed running your own lottery.

You can't run any kind of contest in which the participants are forced to pay. Even though you are saying that they're paying for a membership and not a chance to win, people cannot enter the contest without paying something. In other words, a person can't win a prize if they don't become a paid member. That is the legal equivalent of paying to enter.
