Oregon does a pretty good job of allocating funds to support school programs, take care of the environment and help economic development - this is from the Oregon Lottery website:

Well in Illinois it's definitely not the panacea that people were told it would be.

Schools are still hurting despite the lotto bucks and politicians have come out and admitted that there is indeed a shell game where lottery money is put into education but an equal or greater amount is taken out somehwhere else in the education budgets.

Illinois is currently $106,000,000,000 in debt. That's right, $106 billion, not million.

My state's lottery profits supplement the annual state school budget and some people still believe its enough to fund the entire school budget, but probably never looked at how much it costs to run just one local school system. It's a fair way to distribute the profits, but I doubt most people play because of that and would stop playing if the profits went somewhere else.

Sorry to say that when it comes to the politics of lottrey and allocations the state have the say so . It sucks its like one fireman battling a whole lots of blaze by himself.
