When I took a closer look at Hans two lists, I noticed 21 and 22 were in both lists so he's covering 20 of 25 numbers. With 20 numbers he's only covering 38,760 of the possible 177,100 possible combinations to win a $25,000 jackpot. There's a good chance of matching three but that leaves 138,340 combinations of sixes not covered.
