The pinned topics will stay at the top until I un-pin them. It is a way to make certain topics easily accessible for all, and it is typically done in forums for topics with universal appeal. In my little experiment here I am trying it with topics directed at certain popular states.

There are a few other popular states (NY, NJ, OH, etc.), so I'll pin those too if someone would like.

Also, you can request a pinned topic, but if a thread does not see much diverse activity (i.e., if just one or two people post on it during the month), then I think it makes sense as a normal thread.
