I believe he's referring do the guy in that story from awhile back that had his ticket checked, had a claim slip but then threw the ticket away and had to wait a year before being able to claim it since he didn't have the ticket.

first of all he's not a he's not from the usa thats why he got the jackpot,I lost my tic give me 65 million dollars, does he speack english
