			<description><![CDATA[<p>I think its a combination of randomness and the amount of traffic that runs through a store. If one store has a total of 100 lottery tickets sold a day and another store sells 500 tickets, it is more likely to have a winner because they have more tickets in the pool of possible winners. Same thing as when they have a raffle....some people buy more because they want to be entered more times, thus having more of a chance to win....or if you decide to buy one MM or PB ticket verses 20. 			<description><![CDATA[<p>Not sure about cash 3 or 4. But I must say that there are two lucky retailers here in CA that have won the jackpots multiple times. One liquor store in has won the jackpot twice and smaller big ones about 6 times. The other so far has won twice, I wonder how, with 19k retailers have there been jackpots hit 3, 4 and 5 timesat certain locations when it is suppose to all be random.</p>]]></description>

I live in a small town in GA and everyone goes to the Circle 9 to play lotto, however when you go back in their you never see that anyone has won anything.</p>]]></description>
