Would need to lock the 3 for pick 3, and 4 for pick 4 in its place, then pick the remaining numbers and fill them in.

L = 0,1,2,3,4 (dont reuse 3 for pick 3, you can reuse 4 for pick 4 to get doubles)

H = 5,6,7,8,9
