Over here we call it tail end, some people refer to it as the 2 ball as well.

If the ball is 357 and you played 57 you get something.

Never did it so im not sure what the pay out is.

It means if you pay extra to get the front pair of pick 3 or back pair example: if the number drawn is 357 and you paid the extra cost for a front pair and had 359 you would get $25, for paying 50 cents or $50 for paying $1 on the front pair of 35. That was the number in NC last night 357, I had 359. Back pairs would be same except it would be 57. Some states have it on pick 4 also, I think it's 3 numbers involved.
