			<description><![CDATA[<p>When Louisiana started its lottery in the early 1990s, there was a chain of stores around the New Orleans area, where I was living at the time, that wouldn&#x27;t cash lottery tickets period, only give more tickets. The cashiers would tell me things like they can&#x27;t ring up NO SALE on the register, or they can only cash it if the register is already open. I should have reported them but I didn&#x27;t. 			<description><![CDATA[<p>Too bad the KY Lottery Headquarters didn&#x27;t show good faith and mail you a check for $6.00....that would have been nice.<br /><br />In the past I&#x27;ve turned in a free ticket and was given a dollar instead of another ticket. I&#x27;ve also used a free ticket (scratcher) to get say a dollar play on MM. (can&#x27;t remember exactly what game I played</p>]]></description>

			<description><![CDATA[<p>Good you reported that to Lottery HQ. It is spelled out in their retailer agreement which the store signed that they should have given cash for a true cash winner. Either the clerk was not aware of this or the store does this to sell more tickets. Most state lottery offices would followup with the store and although a single instance of this type would not get their lottery authorization yanked, continued incidents would. He said that they should have given the $6.00 for the ticket and not 6 more scratch offs. He said he will call them and inform them of their mistake. We found out also that for the past 6 months the Ky Lottery has changed their payout system to be more like TN and other lotteries around the country. 			<description><![CDATA[<p>I was always afraid of something like this happening when I discovered on the website that lotto retailers aren&#x27;t legally obligated to redeem winning tickets, even though it says prizes of under 600 can be claimed at any lotto retailer. Granted, I don&#x27;t think the law should get involved, but there should be some incentive from the higher ups to redeem winning tickets of under 600. Heck, at least give me a check. BUT, all this over a 6 dollar prize?! IT&#x27;S 6 DOLLARS!! This is from the Ky Lottery HQTRS<br /><br />On your winning tickets, did you win a cash prize or a free ticket prize? If it was a free ticket prize (it would say FREE TKT), the retailer is instructed to give players a free ticket of the same price value. For instance, if you won a free ticket on a $2 scratch-off, you would receive another $2 scratch-off.
