I myself don't know if there is any online site where those games can be played at.

Puerto Rico has the old non-electronic lottery and also the new electronic one and they can be played on Puerto Rico by anybody who is there (on land).

It might be nice if all lotteries from everwhere could be played by anybody from anywhere online.
