I can make such a program. In my program which I developed myself, the interface is easy for me but for someone else they'd be confused only because they didn't write it. When you say that it can predict you need to say using what theory or algorithm then I can make one for you, can even put whatever buttons etc. you want.

There are plenty of them out there, just do a web search.

One that comes to mind is Lotto Pro which you can download for a two week free trial period before deciding to buy. It also comes with a complete history of every lottery played in the US so you won't have to enter any history.
