In the great state of Delaware the digit 4 has not appeared since:

Wed, Jan 13, 2010 Delaware Play 3 Day 1-0-4

When a digit has been missing for at least seven days or more, for the most part it has returned in the form of a double then it may skip a day or so, or it may appear the next day. I have found this to be true by recently observing GA OH, states that had a digit missing for at least seven days or more.
