			<description><![CDATA[<p>1 out of 45 tickets won something, and the odds say 1 in 40 should win something. So it is off, but not by a whole lot. There&#x27;s probably been plenty of draswings where better than 1 in 40 won something, so it&#x27;ll all average out in the end.</p>]]></description>
