Is it illegal, tax fraud, to buy a dozen houses and pay members of your family monthly to live in them as house sitters?

I was thinking of a way to buy all my family members a house and give them $3,000 a month without paying a ton of money in taxes. The houses would be in my name and a lot of people with a lot of properties do hire house sitters.
