Delaware is definitely a hard State to figure out. I use to run up to Delaware to buy Powerball and I would play pick three and four while I was there. I think I only cashed in once, and my husband cashed in a few times. But I continue to watch, because we still run up to Delaware park every once in awhile and play pick 3 and 4 there.
