			<description><![CDATA[<p>The cash value is the same; I&#x27;d assume that the actual cash value went up a little, but not enough to change the tenths-of-a-million number (unless ticket sales were unexpectedly low). The anniutized value going down seems to go against convention, but it could be explained by lower expected return in the annuity.
