I think that allowing illegal aliens to participate in the lotteries is a great way of keeping that money in the country as they are most likely going to just lose their shirts. BTW, my friend who sells his winning ticket to the guy who cashes it in is not doing anything illegal. The guy who cashes it in is taking on the tax burden. I don't think they are separate issues. They're participating in an activity reserved for folks who have the proper documentation. The two are inextricably linked. That's like saying it's OK for them to have a driver's license, as long as they pay for the fees.

They're too smart to cash in a ticket, so they'll find a legal friend to do it for them. Had they not played, a legal person may have won instead.

I can understand needing ID when a player collects a large prize because the information is needed for tax proposes but that has only happened to me once in over 20 years of playing and I doubt if it happens to many players whether they are legal or not and if they are illegal there are ways around that.

The other day I matched 3+1 with a PowerBall ticket. I took it in, the clerk checked it and said WOW and gave me $100 and my ticket back. No ID requested or needed. The only time I have ever needed ID to collect my lottery winnings was when I won $1500 and had to collect it from a bank after my ticket was verify by a local retailer. If they are allowed to play, they should be allowed to collect their wins. If illegals are not allowed to collect, eligibility requirements should be posted in every lottery website and in all their ads.

I visited the CA lottery's website, there were no guidelines as to who may buy lotto tickets and scratch-offs, except for the age requirement of at least 18 years. For other games with prizes at stake like TV game/reality shows, only those who are here legally are allowed to audition.

Ridge, I am not supporting Gore. His Nobel came on the heels of G.H.W.B.'s NWO statement in the same year the USA got involved in UN sponsored global climate issues. Same time BTW, Hughs CoRp. filed and was granted a patent for an air-born deterrent to global warming.

Gore has been globetrotting pushing the climate button and where does it lead to? UN climate tax: Carbon tax.

That's right Rosie and I'll tell you what we need: legal contracts.

When a politician running for office makes a campaign promise it should be entered on a contract and signed by the politician. If he or she then breaks that promise while in office (like Obama just did by allowing the allocation of funds for federally funded abortions when he promised he wouldn't and even signed an executive order saying he wouldn't), they should be thrown out of office.
