			<description><![CDATA[<p>That&#x27;s a very clever scam. Selling lottery tickets is a sure way to make money but only the government is allowed to sell lottery tickets. By not activating the tickets, those tickets were never sold and he pockets the sales revenue, small prizes are not a big deal for him to cover and should the win be big enough that he couldn&#x27;t cover it, he could still activate the ticket. 			<description><![CDATA[<p>i was wondering are retailers suppost to validate lottery scratch offs before you buy them?? i buy sratch offs from a guy who doesn&#x27;t validate them before you buy them so you HAVE to go back to his store to get your money. and sometimes when you take them back he doesn&#x27;t even scan them, he just asks you how much you won and gives you the money. i think the guy might be running a scam.</p>]]></description>
