Pumpi, I'm not trying to tell you what to do, but in my opinion I think you should open up a gambling casino in Vegas instead of a stadium for horse racing. Much better profit margin.

It also says in that story that the lottery'sadvertising budget is limited by law to 1 percent of gross ticket sales. This means that estimated they had around $1.1 billion in sales that year, so if other states also use 1% of their lottery sales, if you can find lottery sales for each state you can estimate how much they will have spent (NOTE: NC actually had $1.08 billion in sales that year).
