			<description><![CDATA[<p>I just read in the paper the other day that in Texas the economy has caused a decline in fiscal 2010 from 41.7% to 33.8% of Texas residents playing the lottery. It&#x27;s the second largest year to year decrease since Texas lottery started in 1993. The largest decrease in player participation was 9% from 2003 to 2004.<br /><br />This is interesting to me because Texas&#x27;s economy is in better shape than many states.
