That&#x27;s 68% not the 15% reported in the article.<br /><br />Even if those figures include the racetracks and casinos which the state commission runs, the figure is still over 65%.</p>]]></description>

			<description><![CDATA[<p>Somebody made a big mistake. WVA has pick-3 and pick-4 and variety of other lottery games including scratch-offs that most state lotteries have. WVA always was near the top in per capita spending and I can&#x27;t believe anyone would play if they are only paying out 15 cents on the dollar.</p>]]></description>

My first guess is that it&#x27;s because WV&#x27;s jackpot games are multi-state, and that they don&#x27;t get a lot of Mega Millions and Powerball and Hot Lotto winners. If that&#x27;s so, the state&#x27;s main impact on the games is to grow the jackpots that are won in other states. Eventually, they&#x27;ll have a winner and the large in-state payout may change the average.
