There was a clerk at the store I buy my tickets from who told me about how he fished scratch off tickets out of the trash and sent them in for a second chance drawing and ended up winning one of the prize packages. If I found second chance drawing tickets, I'd send them in too.

If it was in front of my usual spot to play I would ask Mike who just bought the tickets, and try to return them. If it was in front of a store that I normally wouldn't go to I would scratch and cash. The customers at Mike's are different, most are on a first name basis, we talk to each other, give tips, and hang out a bit, not just play and run. I would probably just scratch them and keep any money won. The reason for that is quite honestly that no other option would have occurred to me! If the tickets were SIGNED ON THE BACK, however, I would make an attempt to locate the purchaser of the tickets.

Anyway, I don't think the winner would miss it. He would think, Oh. I bought some scratch-offs. They might have won, but probably not.

I just wouldn't touch it and leave it alone. It isn't mine. I would feel guilty winning a prize for a lottery ticket I didn't buy.

Note: I don't believe in Karma or heaven or hell. So. that's not the reason that I wouldn't pick up the ticket. It just a matter of doing the right thing. Follow my conscience.

But if you do, check with the owner or clerk to see if anybody left the tickets or a phone number to call and identify them cuz a small percentage of people will do that.

From the stories I'm reading the best solution is to walk on by and let the next guy worry about it. If the tickets were given to some clerks, they would probably scratch them and cash in any winners and when the true owner asked about them, they give the description of whomever turned them in.

Sure is a catch-22 .

I once found $100 bucks worth of lotto quick picks in the parking lot of a grocery store in one of those clear lotto pouches. no info whatsoever regarding who the owner may be. so i kept them and they ended up winning over $240 bucks.

however ive found literally dozens of cellphones on the ground over the years (including 3 iphones). i gave all those back to the owners even though i could of easily sold them....

I consider lotto as cash but phones and other stuff as personal property.

Here's the question that remains for me:

If you bought the tickets and lost them aren't they still your lost property even if you didn't sign them?

Let's say they were PB or MM tickets that you lost and you heard somebody cashed in a big winner that was sold at the place you bought the ones you lost.

Could you contest their win and ask for proof such as video that they actually bought the tickets

No, the law is very specific and says they can only be drunk while testifying in court or doing administrative work in the station or working in the evidence room where all the seized drugs are stored for upcoming court cases.

They are very strict about that. There is zero tolerance for any trooper violating those guidelines.

A couple of weeks ago I found a wallet on the floor in the locker room at work. I opened it just enough to see the guys name.

I'd scratch 'em. If one is a winner big enough to have to take it to the lottery commission to cash it, I would tell the LC the truth - that I found the ticket(s) unscratched and I wasn't sure what to do with them.

I believe the LC will try to determine who lost the tickets. The claimant would probably have to know where they were bought, where they were lost, how many, and which game. If they find the rightful owner the money is theirs. If they don't it's mine guilt-free.... [ More ]

I'm assuming the tickets were laying there for at least a little while. So if the person already left, you

just can't, unless they come back in the store and ask if anyone found tickets on the ground. They aren't

If anyone else besides the owner finds the tickets, then they will have to make the choice for themselves. I don't think anyone can fault them legally if they decide to keep the tickets, especially if there is no name on the tickets but just speaking for myself, I wouldn't be able to enjoy any of the money if I won. Call me self-richeous but I wouldn't feel right.

I would likely keep them. As mentioned earlier, maybe it's karma getting you back for something good you did good earlier. If it was a small winner I would claim it and if it was a major winner I would have some serious thinking to do.

I don't believe they would check cameras or anything if you won on a scratchoff, though they may if it's a major jackpot in a ball game. You could probably contact a lawyer and tell him the situation and from that you could know whether you could claim the... [ More ]

Return them to the person that lost them? That's not going to be easy. I think it's a little more likely that the person who lost them has a better chance of finding the person who found them, and that's if the guy who lost them tells somebody he lost them, and if the guy who found them tells someone he found some tickets.

If either party doesnt say anything to anybody, all bets are off.

If I did that (left them there), I would consider it to be out of my hands and any karma connected with their handling would be the reward or curse of whoever decided to do something with them.

I'm just not clear on whether it would be right or wrong to scratch them, (Personally, I wouldn't), and then what to do if they contained a major winner.

I'm sure the laws in each state are different, but that's why they always say to sign the back of the ticket. It's a Grizzly bearer instrument, so technically, whoever has it can claim it.

Oh boy. I just got back from the store and checked my tickets here in Florida. I thought I made the deadline for the mid, but they're for tomorrow. The computer made them for tomorrow's mid instead of tonight. I always thought it went to the very next draw, not skip a draw.

I wonder what the legal aspects are?

Like if it was a major winning ticket you found and tried to cash it in, would they check tapes to see if you purchased it and so forth?

And is it completely legal to cash in a lost ticket without trying to find the owner as long as it's not signed

Well since these are bearers instruments and unplayed, I don't see how likely it is for someone to be able to identify them as their lost tickets. So in this case, I would have to say finders keepers, loser [doesn't know to be a] weepers . I am as honest as they come and say it was a scenario in which I saw who dropped them, in that case I would pick them up, catch their attention and hand them back over to them. Your answer about karma piqued my imagination a little bit, though.

Maybe you could look at it like this: Bad karma made a bad person lose the tickets and then good karma allowed you (a good person), to find them. Thus, it was meant to be.

Man, that really screws things up now, lol.

So maybe a real jerk lost that money and Joker was meant to find it and keep it.

I hope it doesn't work that way.

This falls under the category finders keepers and here's why...

Giving them to the store clerk would amount to the same thing...scratched tickets. The only difference is

any prize money would be in their pocket instead of mine.

Scratching them and giving them to charity...well, that's nice but usually the wins are only $5 anyway. I'd

He claimed it was his vehicle, and anything found in it was his.

We had a big argument over this. I gave him hints about being honest the next time around and he wasn't too happy about it. Whether i was going to follow through on my hints is another thing, but I wanted him to know that I wasn't being appreciated for the honesty.

I know that he's the type that wouldn't have turned it in, and he kept the whole thing. I was born at night, but not last night.

I don't know about that.

I don't think you could expect good karma to manifest itself immediately.

I think you did the right thing and it'll come back to you in time, probably when you least expect it.

Karma doesn't apply in this case for me. Possession is 9/10 of the law, just like finding five 20 dollar bills in the parking lot.

Even if I felt that the right thing to do was to go to the store and tell the owner to hold on to these in case the person returns, the onwer couldn't be trusted.

Sometimes doing the right thing can backfire.
