Residents of those counties who go to Kentucky colleges pay in-state Kentucky tuition. I&#x27;m not kidding.<br /><br />Have to disagree with you on the location of the winners. That certainly beats a 500,000 ticket raffle that has four top prizes of one million anytime. At half the price no less.</p>]]></description>
