			<description><![CDATA[<p>Section 1302 of the US Postal code is better able to clarify this matter. Technically Mailing IN STATE of PLay is acceptable. Claims made to other states in which the ticket must be mailed with the claims form, may well by pass the code 1302. Check that governing states procedures.<br /><br />The grey area is for out of state play. Since the poster was speaking worldwide...then it falls under the codes of the receiving country..which is far more open to debate and discrepencies.</p>]]></description>

			<description><![CDATA[<p>It is hard to know for sure who would have the larger tax liability. The foreign owner would have 30% federal withheld plus whatever the particular state withholds. The resident would lose 25% plus state. But the resident then has to declare the income on their tax return. If it is a large win, then the resident&#x27;s tax rate would probably be around 40% - much higher than what the foreign owner paid.
