yeah i thought about the posting in winning tickets, im sure i heard about wire fraud, and not being able to use the post for something lotto related. maybe its someone said cant sell thru the mail?

anyhow id have less problem buying ticxkets for peeople, than sending money to someone.

You are definitely allowed to mail lottery tix through the mail. I believe if its the same state you ar eok. The back of the tickets here in FL clearly State you can cash in person or MAIL to lottery headquarters

oh yeah betslips have in their description of how they manage butler servicesis, that they claim %1 ownership of the ticket, and foreigner as 99% ownership. not sure how smoothly that all goes when a jackpot is actually won. but they claim it gets around any legal issues,

If it is possible then who would claim the prize if the lottery ticket has some winnings?

Tell your relative to contact a NY lawyer to form a trust, sign the back of the ticket, and wait until 2 hours before the ticket expires to cash it, but don't buy the ticket in Iowa.

Section 1302 of the US Postal code is better able to clarify this matter. Technically Mailing IN STATE of PLay is acceptable. Claims made to other states in which the ticket must be mailed with the claims form, may well by pass the code 1302. Check that governing states procedures.

The grey area is for out of state play. Since the poster was speaking worldwide...then it falls under the codes of the receiving country..which is far more open to debate and discrepencies.

It's NOT illegal to mail a lottery ticket. It is however ILLEGAL to conduct a lottery via mail.

It is hard to know for sure who would have the larger tax liability. The foreign owner would have 30% federal withheld plus whatever the particular state withholds. The resident would lose 25% plus state. But the resident then has to declare the income on their tax return. If it is a large win, then the resident's tax rate would probably be around 40% - much higher than what the foreign owner paid. you can buy for who ever you want, its illegal to post thru the mail. although dunno about private courier?

anyhow if there wasa winner, i would personally thing the local resident, ie you, should claim and name them as a share of the ticket. if its a deal where they pay for the ticket, and you just buy, id still state when claiming

Just curious if it is illegal to buy a lottery ticket for a relative who does not live in USA? If it is possible then who would claim the prize if the lottery ticket has some winnings
