That's the way they're designed. They're not supposed to be won a lot. If they were, they wouldn't be around long. The odds are against you and everybody else equally based on similar bets.

There have been cases of players being cheated out of winnings too though.

Tennessee, for example, right after they switched over from real ball drawings to fake computer drawings was caught cheating players.
