Each individual state is responsible for the MM secondary prizes and California opted for pari-mutual payoffs instead of fixed. The jackpots in rolling pick-5 and lotto games are split when there are multiple winners too. In games with fixed jackpot payouts, there is a limit on how much can be paid. Conversely if not many people are betting (as with last night), unless you hit the jackpot you get duped.

On the plus side if your playing pick 4 in CA and hit a straight for a $1 wager, most states will give you $5k, I've seen in the past where heavy betting gave as much as $7-10k.

I would say to these poor winners (losers?), to sue CA, but I thin... [ More ]
