As of the midday draws for today July 5, 2012 the digit 1 first position, the digit 7 in the third position didnot appear. Perhaps they will appear in the next two rounds of draws.

You can wait until the midday on July 6, 2012 play pick 3s with the digit 1 in the first position the digit 7 in the third position.
