i dont know how spain does it, they return something like %70 in prizes, and %10 of the players win their entry money back. The state gets its taxxes, and all the people delivering tickets also get their cut. maybe as its once a year the state forgoes tax on the prizes? i doubt it? but the winners dont seem to pay i have heard no mention of taxes.

Yeah a raffle that is held maybe Dec 24 where 200 people across the country would win $1,000,000 each. Of course they'd have to print limited tickets for it to be a raffle. hmmm we know majority of the winners would be from NY, California and Kansas lol

I would love for an online option in all states (who have Lottery). Have it to where I can play even in Japan. It would be where you'd have to prove your a citizen of whatever state an whatnot. An the Ticket prices would be the same...no extra cost or anything. An NO limit. we don't need laws on how much we can buy just because a few would spend there entire paycheck on tickets. Seriously, I don't see any $1 billion jackpots under the current formats because we saw the effects on $400 million plus jackpots where probably all the possible combos were sold. Online lottery gambling will continue to grow and should get into casino type online gambling. New Jersey is currently looking into sports online gambling so those laws may be tested. Illinois started another Pick 3 game a few months ago, My3. It's Pick 3 but the payouts are a little different.

My3 is drawn at 10:30 A.M. and 6:30P.M.

Pick 3 is drawn at 12:40 P.M. and 9:22 P.M., so in essence that's four Pick 3's a day.
