If you go to Texas lottery website and click on the scratchers games they list the cities where they were sold.</p>]]></description>

			<description><![CDATA[<p>i think that they do know where they go and try to spread them out, but sometimes you will get big wins near eachother so i dont know for sure<br /><br />one thing im pretty sure about though is that they spread out the wins so they dont send all of them out within the first week of a game</p>]]></description>

I have heard that each state distributes the winning scratch offs purposely, not randomly. In other words, they make sure that not all the jackpot winning scratch off tickets end up in the same area or closeby. So for instance they will purposely distribute one jackpot winner to chicago , then another to a lesser known city in Illinois and then another to a small town in Illinois.
