			<description><![CDATA[<p>The pari-mutuel prizes for CA could be called fair, but not quite equitable compared to other states in US Powerball. 			<description><![CDATA[<p>The payout table for Powerball in Califronia is niether just or fair to any of the winners. The para-mutuel law in California needs to have an exemption for national lottery games. Not only for fairness, but uniformity. Failure to make the law change will be a never ending thorn of expaining the payout inequity for California Lottery officials. The press will catch on eventually.</p>]]></description>

			<description><![CDATA[<p>Red- The California State Lottery got the approval for the game from the voters based on the money going for supplemental School Education projects.We are told that 97 cents or thereabouts from every Dollar is sent back to the schools.Taking their word, that&#x27;s good enough for me.if no Californian win the jackpot, l am not wondering if my lost wager is lining the pocket of executives or the likes.<br /><br />The prize table does suck though.</p>]]></description>

			<description><![CDATA[<p>This should come as no surprise. Most lotto/draw games are designed to payback only 50% to the public in prizes. In the case of multi-state jackpot games, the public is expanded beyond the state to include other member states. For Powerball, the non-jackpot percentage returned to Cali is 18% which is the same as Mega Millions. Only reason it was less was that 2nd prize 5+0 rolled, so when next it hits, it will make up for that. 			<description><![CDATA[<p>According to CA Lottery, Californians spent $8,408,180 on the first PB drawing that the state has participated - the April 10 drawing. If you look at the Prize Payout table for the April 10 drawing, out of 8.4 million dollars spent, merely 655,174 dollars was returned to the Californians for prizes.<br /><br />That was a return of about 7.8%. So on average, for every dollar that Californians spent that day, merely 7.8 cents went back to them as prizes. This game sucks.</p>]]></description>
