Good response! I would not expect anyone to throw a party for me for a lottery win, friends or family. If your neighbors threw one, I can see slips and falls and providing people a chance to ask too many nosy questions etc. NO way

If my neighbors never threw a party for me before, why would they want to throw one for me because of a lottery win that didn't concern them? If I won big, I would probably be moving before they knew.
