In another thread someone brought up how for Powerball it seems to constantly change. Even within a week the cash value will be different for one rollver amount than another (though oddly enough two rollover amounts in a row will have the same amounts). I noticed that the net payout for a same jackpot varies from year to year. Is it normal?

For instance, the next Powerball is $116M, which nets $47.250M in my state of MA.

The same $116M Powerball jackot last year netted $52.920M.

Why is it different? Any clue?
