As far as casino RNGs the states regulate those don't they?

If people play those on a constant basis and lose, why aren't they complaining? I play slot machines all the time and I know all of them have RNG technology inside them and it's regulated to payout a certain percent. I win some and I lose some, but hey.... it's fun to play.
